Flow designer copy and paste fix for the Start connector, and the API Management menu is visible by default again.

The Start connector and Error Subflow boundary nodes are left out of a copy: Copying a selection that contains the flow's Start connector now copies the rest of the selection and tells you that it was copied only in part. Previously a clipboard that held only the Start pasted nothing, without any explanation. The start and end nodes of an Error Subflow, which exist only inside their container, are no longer copied on their own either, so a paste can no longer leave an orphan node on the canvas.
API Management menu is visible by default again: Since 1.18.0.0 the web image was built with the API Management feature switched off, so the API Management menu item and page stayed hidden unless the deployment set VITE_API_MANAGEMENT on the container itself. The built-in default is on again: visibility is decided by the license, and the container environment variable remains available to switch the feature off for an individual installation.
