Flow metrics fix: failed runs are now tagged with the same flow id as successful ones.

Failed runs carry the same flow id tag as successful ones: In mip_flow_messages_total, failed runs were tagged with the flow id wrapped in single quotes ('MY_FLOW') while successful runs carried the plain id (MY_FLOW). One flow therefore appeared as two separate series, and a failure-ratio alert that divides the failed runs of a flow by its total could never fire. Both now carry the plain flow id. Steps that read the flow id after an error, such as the OFTP2 sender's flow lookup, also receive the plain id, and a run without a flow id is no longer reported as a flow named "null".
