OFTP2 error reporting fix: an exchange buffer that is too small now has its own error code.

A too-small OFTP2 exchange buffer has its own error code: Two different OFTP2 problems were reported under the same error code, MIP_OFTP2_SUBRECORD_FRAMING_FAILED, although they call for opposite actions. An exchange buffer size that is too small to carry a single record together with its header is a connection configuration problem and is now reported as MIP_OFTP2_EXCHANGE_BUFFER_TOO_SMALL (2137). MIP_OFTP2_SUBRECORD_FRAMING_FAILED is kept for a record that fails to frame, which points to the payload rather than the configuration.
