OFTP2 credit window and exchange buffer size per connection, and a fix for OFTP2 files being cut off after the first exchange buffer.

OFTP2 credit and exchange buffer size per connection: The credit window (SSIDCRED) and the data exchange buffer size (SSIDSDEB) announced at session start were fixed at 15 and 128 for every partner. Both are now read from the OFTP2 connection, so a partner that needs different values can be served. A connection that leaves the fields empty keeps the previous values, so existing connections behave exactly as before. Credit is counted against the window the session actually announced.

OFTP2 files larger than one exchange buffer are sent completely: When a file did not fit into a single exchange buffer, the sender stopped after the first full buffer and declared the file complete. The rest of the content was discarded without an error, and the partner acknowledged a shortened file. In previous versions this affected payloads above 99999 bytes. The sender now transmits every buffer, so the whole file arrives whatever buffer size is negotiated. A record that cannot fit even an empty buffer fails the step with an error.
